I say it expects other countries to let us do whatever we want in our self interest on the grounds that it will probably benefit them as a second order effect. If that is what it means, then I disapprove. If it means no more than "the self-interested actions of all parties benefits all," then I'm fine with it, although it could be expressed less condescendingly. If the end result is that we let ourselves act unilaterally for our vital interests, I don't see the distinction really. How I read Rice's statements were as a defense of unilateral action against accusations that anything less than full consensus or overt altruistic rationals are illegitimate and harmful. Derek
