First, even if it were a transgression, it would not necessarily be a reflection on character. To lie does not make one a liar, it depends on whether one holds to a low standard of truthfulness generally, rather than on an occasional lapse. Second, even if it were a transgression, not all sins are equally severe, and it is not equivalent to Clinton's lies, which ultimately entailed slandering Monica and putting friends and supporters, like Betty Currie, through the grinder, emotionally and financially. I will not argue whether it is insignificant, although I agree with jlallen in giving him a pass on that one, but you are surely making too much of it........
