I've addressed that question. It's my belief that Clinton--I'm really no fan of his--cowtowed to the GOPwinger viewpoint on the need to be tough on defense issues. Iraq was popularly perceived as a defense issue. Iraq became convenient for Clinton when he needed to bomb as a distraction for what the GOPwingers were otherwise putting him through.

I think without the GOPwinger pressure that Clinton could have also helped our American farmers by opening up trade with Cuba. But that didn't happen either, largely due to GOPwinger pressure.
