Yes, I saw that. Also, there may well be a discrepancy between the total number of barrels of oil alleged to be given out and Iraq's actual output. A commenter at Slings and Arrows blog (http://slingsnarrows.erudite-absurdity.com/ - scroll down) pointed this out:

I did some math on these numbers and I don't want to burst people's bubble but these amounts would be almost 50% of Iraq's export production since 1982. This is just way to high to be beleived.

Total Barrels: 3294.4
Exports/day: 1 million/day
Exports/Year: 365
Time to pay ALL bribes: 3294.4 / 365 = 9 years

Either the units are wrong ($ not barrels) or this is a fairy tail.

Another post on oil production:

This list cannot be entirely a fraud. Why? Because some of those who object to the claims (in the footnotes in the link) confirm that they were in fact offered such oil vouchers... Another said that the vouchers weren't for him, but for someone else...
So... there's no question that vouchers were being given out...
Now, when that has been said...

Here's Iraq's oil production for the past 10 years (directly from OPEC; 1,000 barrels/d rounded to nearest 10,000):

93: 660
94: 750
95: 740
96: 740
97: 1,380
98: 2,180
99: 2,720
2K: 2,810
01: 2,600
02: 2,130

Add up, and x365:
6,099,150,000 barrels over the last ten years, excluding 2003.

Of course they used some of the oil domestically as well, but consider this number underreported by the Iraqi regime to OPEC...

Someone else pointed out that since they were vouchers they could well have been given out as a form of IOU. But obviously we have not heard the complete story yet. I'm sure the Iraqis will be pursuing this vigorously.

Tell Saddam the oil has been diverted to Jacques Chirac, when in fact it was sent to your cousin. And how is Saddam going to verify the pay-off - call Jacques, who will of course deny it?

A dangerous game. If Saddam thought you were cheating him, you'd likely end up feet first into the chipper.
