Absurdly enough, it seems there is a sizeable contingent that fears the hunter who has always protected them more than they fear the bear who wishes to eat them.

I agree completely that that is absurd. With that premise we are faced with cognitive dissonance. How should we deal with that dissonance? Some, apparently you and Nadine among them, conclude that they are, in fact, being absurd. Others, like me, conclude that they have looked for a bear and concluded that the bear is mostly a figment, in which case, while they may be mistaken, they are not being absurd. You naturally gravitate to your conclusion because you see a bear. I naturally gravitate to my conclusion because I don't see your bear.

If one looks at it objectively, though, I think the question has to be whether it is more likely that long-standing developed and fully-functioning countries are being absurd or simply assessing the situation differently. Ascribing mental illness to a functioning country is not the conclusion more likely to be correct.
