Because it was the most powerful Arab state, with destabilizing ambitions, and connections with terrorist organizations, especially on the West Bank. The sanctions were not working, due to Saddam's abuses of the humanitarian sales exceptions, and hundreds of thousands of Iraqi children were dying due to his diversion of funds. It was not clear how long we could maintain support for deterrence, and it was known that Saddam maintained an interest in WMDs and the improvement of delivery systems. Also, it was a brutal regime, and we had led the Shi'ites and Kurds to rebel after the first Gulf War without being able to come to their aid when the palace coup we had banked on failed, so we had debts to pay to those persecuted groups. Thus, it was time to clean up the mess and give warning to other such rogue regimes that there were limits to our patience........
