Term limits would be a clear and positive change. Unfortunately, IMO it won't happen for at least two reasons: The legislators control the policy (law) and the myriad of special interests don't want to lose their bread winners. If I remember my history, Jefferson was a strong believer in the concept of 2 years in office and back to the farm/store/plantation. The arguments that are offered against term limits are hilarious and endless. We can hope.
