Wrong. The invasion plans were in put in place during the Gulf War and never activated. The single amendment was the 101st Airborne from the North due to Turkey's change of heart.

Bush plans to call for a bipartisan panel to conduct a broad review of the capabilities of U.S. intelligence agencies to monitor weapons of mass destruction in Iraq. The panel's findings would be released after the fall elections.-- AP
