Jacob, as you point out, the EU is doing some good things such as opening borders and creating a common currency.

<List the things you want your NUN to do, and then make realistic estimates of the funding and manpower it'd take to do it. Just the single task of inspecting everywhere for nuclear and biological weapons will require a huge organization. >

Public attitude is the key. While people want to be nation state serfs, they'll get the government they deserve. Most of what is needed is not a list of NUN funding and manpower needs but attitude change in the public.

For example, the cost of inspecting NZ for noocular and biological weapons is very low. There's no, or very little, incentive to make them. There are border controls, so part of the cost of that could be ascribed to checking for nuclear and biological weapons. Mostly they are checking for biological contaminants which would damage NZ's ecological system and exports, rather than things targeting people.

My NUN costs would be a lot less than the equivalent costs for the EU because I'd repeal much of their regulation and bureaucracy.
