The UN should take the lead and begin carrying the ball.

The UN should put out a public statement noting the following:

1) The UN is willing to interceed with peacekeepers into Iraq in order to ensure free elections.

2) The UN is willing to take the responsibility for rebuilding the country, however it can not do this unless all contracting decisions, including those pertaining to oil, fall under the purview of the UN.

3) The UN, once a freely-elected government has been installed in Iraq, will gradually transition its contracting and rebuilding oversight to the new government in a timetable satisfactory to all parties concerned.

4) The UN will try Saddam Hussein for crimes of tyranny.

5) The UN recommends that President Bush, rather than nation building, get himself an erector set so he can begin building things that won't harm the people of the world.
