Sheriff: Let prisoners rebuild Afghanistan

Instead of releasing inmates directly into their old neighborhoods, Bristol Sheriff Thomas M. Hodgson wants to send certain prisoners nearing the end of their sentences halfway around the world to places such as Afghanistan.

The program Hodgson is proposing would be part Foreign Legion, part Peace Corps. The maverick Republican sheriff said newly released prisoners could help rebuild war-torn countries while also benefiting personally.

``They'd gain the perspective of how lucky they are to be in a country where they have all sorts of opportunities,'' he said in an interview yesterday. And ``they're not walking back into the same urban setting with the same temptations.''

Moreover, he said, the government would benefit from free labor as the crews worked on projects such as erecting civic buildings and houses of worship in Afghanistan - a nation still plagued by terror attacks from the remnants of al-Qaeda and the Taliban.

A Pentagon official has shown interest in the idea and is bringing it to his superiors for consideration, Hodgson added.

The proposal includes certain restrictions. Prisoners would have to volunteer. They would have to be nearing the ends of their sentences. And they would have to show through their behavior that they can be trusted.

``We would not send people who have serious records of violence,'' the sheriff said.

Under ideal circumstances, the first prisoners could head oversees within months, he said.
