Don't forget both the quality and the direction of the intelligence changed after Bush took office.

Indeed, intelligence changed markedly once "Pentagon set up their own intelligence analysis shop." Perhaps the investigation into the failure of the intelligence, that caused such rampant and continuing death and destruction in Iraq, should begin here.
