When you give the rich back some of THEIR money, they can do whatever they want with it. They are only receiving back some of THEIR money. Who in your ind are the hated rich?
What is their net worth and how much do they have invested in industry?

These days it seems to be because when you give the rich back money they don't need, they just sock it away for their heirs.

Your understanding of economics is pretty pathetic. In fact, they "just sock it away" in the bank making that money available for investment in the economy in a much more efficient manner than if the government had kept it.
