Why don't you start your computer up and keep hitting F8 before anything loads. This should put you in safe mode. Toggle down to entry for command prompt and enter this. At the C prompt type scanreg /restore. Then pick a date when your computer was working well, highlight it and hit enter.

I had a similar problem trying to format/install Windows 2000 on a friend's computer. The 2000 disk had been damaged. I copied it to my hard drive and then burned a new cd and all but one file (which I was fortunately able to download) turned out ok. Might be worth a shot. I'm not clear on what you mean by an "orange light". Since you've already formatted, if some part of the install routine is corrupted I would think you are toast. You can try to borrow 98se from someone else and start from scratch.
