In 1990, the South already had less residential segregation than the Northeast or Midwest. In the 1990 Southern Blacks already had a higher median household income than the midwest. During the 90's the median household income for Southern Black households increased more than any other region in the Country (and the only region where is was basically equal to the increase in income for white households).

As you live in the California, Which metros have the least amount of residential segregation between blacks and whites; Los Angeles-Long Beach, San Jose, San Francisco, San Diego, Oakland, Orange County, or Riverside/San Bernadino? Which metros had majorities voting for Bush, and which voted for Gore? If you look at the gap in household income between black and white households, my guess, is Democratic metros will do no better.
