The Bush tax cuts caused a loss of fiscal discipline. When Clinton had to negotiate a budget with a Republican Congress, we had fiscal discipline and balanced budgets. As soon as the tax cuts were enacted, we lost the fiscal discipline and the budget deficits soared. It is a very serious problem.
