We are members of representative democracies. In that circumstances, review of such work occurs on the parliamentary level, on behalf of the people. There is ultimate accountability to the people, but the people are not, in fact, prepared to act as a "committee of the whole" on most matters, even those without a component of secrecy. There is no point in pretending that democracy has no inherent limitations........
