I know graduate departments that take "foreign" students, just to fill the classes... why?

In the area of chemistry and biotech for the last 15 years I have not seen any evidence that this is true. In fact quite the opposite as most programs have far more applicants than they will let in, from all countries, including the US. (for most programs, I'm sure there are some dog crap schools in the midwest that just suck money out of the system.)

if you understood most university funding (if you can call it that), you would know, that generally speaking, academia has evolved into a very poorly managed attempt at being a business

I'm a little unclear on what you mean here. If you're referring to grant funded research, I respectfully and completely disagree. Think of it as government funded VC with slave labor that gets sucked into the private sector with such reckless abandon that the private sector pours huge sums VC in too. So much so that in the early 90's I worked in a lab that had more money than we could spend, that spun off 3 companies. In those cases, US demand for graduates was always greater than foreign demand.

If you're referring to mature sciences, then you have a point. In those cases, foriegn demand probably competes on an equal footing with native, because, there is/was a technology gap between the West and developing nations.

come here, get a graduate degree, go home, get ahead.

nothing at all to do with the degree.

All the more reason we maintain a huge technological advantage and will be able to create demand for new products and services.
