There's the problem. They are using the wrong tool. They're using a pen knife when they need an chain saw.

Really makes you want to laughcrykickadawg. Only $10bil a year in waste. If that's all there is, that would make the Federal Government the most efficient organization in the history of the planet. I don't think even Bush could say that with a streight face.
