The Iraqi invasion plan was probably ready in many forms since at least WWII, but it wasn't until Cheney checked with his oil buddies and Rumsfeld checked with the DoD contractors that the invasion plans were finalized. Ah, still with the conspiracy theories. One you haven't discussed so far, and I wonder why not, is Clinton's letter to the Supereme Court encouraging them to give the election to Bush instead of Gore because Bush would carry out Clinton's plans to invade Iraq, and Gore was resisting. So really we have Clinton to thank for Bush being President. Thank you, Clinton.
