A friend of mine said (accurately) that you can never make positive assertions about what inspectors don't find with respect to what Iraqis don't have. The two are different animals. You can express some likelihoods. It just didn't seem that Iraq was capitalized adequately, even with the starvation of his people, to create them. But what the heck, North Korea did, but I think that was due to misplaced Chinese and Russion help in the 60's, 70's and 80's.

But still, we haven't invaded Israel, Pakistan, India, Iran, North Korea or China because they have nukes. What changed? American foreign policy. That is a very large change with no data and no history. Reagan seemed content to invade little banana republics to give the military their campaign ribbons. Sweeping the world of undesirable dictatorial republics. We should have a field day then in Africa.

Yeah, Krauthammer is really "balanced". I think all W suckups are pretty much equally "balanced", in the manner of "fairandbalanced" Fox News. All propaganda, all the time. Anything else would be unAmerican, when the propagandist in chief speaks only the "truth".
