California has huge security costs. But California only charges a small income tax, nothing near the federal income tax. No excuses. The Texas GOP and Enron rpped off California for 20 billion, then used Ed Gillespie to wage a TV disinformation campaign to blame it on Davis. When that succeeded, they made Gillespie head of the RNC and moved in Arnold to swipe the governor's man on a pile of phony charges and promises. Arnold isn't even close to balancing the budget yet. Unless he raises taxes he won't be able to. Butonly part of that is Davi's fault, mainly it's the Texas energy company thieves. Cheney won't let us see his energy papers because there might be some incriminating evidence there.
