I finally tracked down what you were referring to, in the context of a visit to Egypt shortly after taking office. As Powell claims, he did not say there were no stockpiles, he said that we had things under control. I am sure that made sense to say until one factors in the threat of terrorist use of such materials, and the question of whether Saddam would succeed in a campaign to get sanctions lifted. Then the picture changes.

I do not think that anyone thought Chalabi could magically make it all right. I think that some trouble was anticipated for this period by all, but the order of magnitude has been greater than expected, due to the unexpected degree of preparation, with all of those massive arms caches that we keep finding for Ba'athist use..........
