I would love to hear Kosiak and the NYT explain that paragraph. What the heck does it mean?

Doing a little digging I see that Kosiak is a budget analyst. So now the NYT is using budget analysts and bean counters to assess the fighting decisions being made by our armed forces and the equipment priorities set by the pentagon.

Kosiak should realize he is in charge of paper and pencils not war. The NYT should realize that too.
