The perception is that Greenspan caused papa Bush to lose.
He will likely not want baby Bush to lose to, because of something that he did.

That is the speculation anyway.

It's not that they care about the election, it's that they wanna look "impartial". Why piss on the bonfire now, anyways....they're biased towards accomodating their handlers (banks), and nothing more. So like always, they'll err on the side of "liquidity".
