The former is more likely to happen than the latter.

I spent years working for the government, and it was horribly inefficient and excessively politically correct and rather demoralizing.

But one thing I will vouch for is that it is the least corrupt government in the world. We may disparage our system, but what other nations want to know is "how do you make it work?" There is no other nation in the history of the world that has been as free from corruption as ours.

There are few governments in the world that can make it work, in most the culture of corruption is too strong. Or they lack the resources to institute the necessary checks and balances.
