Bush is going to blame the CIA. But in an election year it is not clever to blame people whose job is to gather information.

If the end game will be: Lets blame the intelligence to save the election, the guys in the CIA will come out with information to damage the administration.

I would try to blame someone else!!! But you know they always blame the butler, don't they?
