If they were at war with Pakistan, yes, as the PA is at war with Israel. Do you know how much time Israel wasted telling PA officials about planned terrorist attacks, and asking for arrests under the Oslo agreeements, only to have the PA do nothing and let the attacks go forward? Let's all drop the pretence that the PA is different from the terrorists. Arafat pays Al Aqsa salaries.

Wherever it applies to Israel. Arafat launched the Terror War in 2000 as a 'counter-offer' to Barak's and Clinton's deals. War changes the situation. Would it be ok for the US to put a missile into an Iraqi building known to house a leader of the Ba'athist 'insurgency'? You betcha.

With the countries you name, we are not at war, and we would need cooperation from the local government, or we would be at war.

If the US government knew that a terrorist linked to 9/11 was in an apartment in downtown Riyadh, could they fire a missile through the window?

If the Saudis agreed, sure. We did just the same with a Predator in Yemen, with local cooperation.
