Using that criteria, the entire airline industry would fall into that camp. Who built those airports to begin with?

Ryan Air's ability to open airports in depressed economic areas

Ryanair can build or frequent as many airports as it wants. Ryanair may save all depressed areas of the world - but without tax money, please.
