No, am actually asking you for your assessment on how a person can determine when China is honest on health related matters. It would be helpful to me financially to be able to determine this.

The 1 million unemployed Chinese students, may have more to do with the government and SARS per this article:
china.org.cn

Though People's Daily has indicated there indeed is a shortage of higher-skilled labor.
