The report said the highest concentration of EITC recipients "form a solid bank extending from southern Virginia to Texas," and that "the Boston-Washington corridor houses the nation's lowest concentration of EITC recipients."

It said seven of the eight states where 20% or more tax filers received the EITC are located in the South.
