Well, we know offshoring is booming, I don't think there is any question about that. And yet capex is NOT booming. So what do we have?

For big software, procurement out of india is a disaster. Of course big software is in trouble for a number of reasons but this just adds one more issue to the list. ASPs for PCs in india are super low, they can't even handle the new 64 bit PCs which have $200 chips in them. Unit quantity sold for intel is the highest ever, revenue nowhere near peak though.

The wildcard is internet bandwidth though, thats why I asked Bill. It could very well be that it takes more routers to talk offshore than onshore. Maybe thats why JNPR is booming and Cisco's enterprise business is lagging, I don't know.

My feeling is that if we could mitigate this offshore labor problem just a little, a lot of other things like the deficit would fix themselves. The deficit's real problem is a lack of receipts.
