While engineers and scientists were bribed in to produce technologies because "The Russians are coming!", some clever put the technologies together for commercial purposes.

Which, was, by the way, how the Japanese ran away with the US lunch, by making products people wanted to buy. This was the damage done by the fat cat bureaucracy that diverted 63% of all US scientific and engineering efforts to 'fight' the Cold War.

The same fat cat bureaucracy which is driving, inexorably, the US to the ground. By now, the way I look at it, there is not turning back. The damage has already been done.
