I just looked at the NSA site - additional documents have been released since we visited. 2003.

I took a look at the longest and most recent one, circa 1981. It's still redacted, but does state that many of the crew members remained convinced that the attack was deliberate, for whatever reason. Reasons are speculative. As you know, the official conclusion was that the attack was erroneous.
