actually, I think our system was designed to bog down.

With the checks and balances in place, it takes
a lot to get anything accomplished, but it also
ostensibly prevents ill considered or hasty action.

Term limits fit the model better than life time
tenures.

If bills were limited to a single subject and could
not have tagged on irrelevant addenda, a lot
of pork would vanish from the budget. Pork
is also what keeps the "lifers" in place.
