I'd say the mail clerk was in on the gag. Whoever planted the ricin knew for sure the mail clerk would be gone for three hours--plenty of time to plant the powder and then watch over the area until the clerk came back and "discovered" the powder. If the powder had fallen out of an envelope while he was opening it he surely would have seen it. There's no evidence of ricin on any of the mail. The deduction that someone walked in the office and deposited the powder is clear enough. So who could get in and do this?
