The decision to fight in Iraq all came down to judgement. It was Bush's clear intention to convince the American people that Iraq was a threat. The CIA now claims that it was their view that Iraq was not a threat. The implication is that the decision for war was a judgement by Bush, not the CIA.

From the point of view of making a decision on who will be the next President, it really doesn't matter much whether Bush is a liar or, in the alternative, merely has poor judgement. Bush went to war against the advice not only of the CIA, but also against the advice of most of the world's Democracies. (And it's alleged that even Blair wanted inspections to continue, rather than war.) It is now also clear that Bush was so certain that there would be a liberation that he also prevented the US from making plans for an orderly occupation. This would require not just routine poor judgement, but abysmal judgement.

So whichever is the case, liar or idiot, he doesn't have what it takes to run this country's foreign policy.
