Looking for a Primer on Short Selling.

So they (possibly future underwriters), know/suspect that a financing (percieved as dilutive by the market)is in the works would sell the stock short. The the shares that they get for underwriting is then "delivered" and they pocket the difference between what they borrowed the shares versus the price at delivery (for the scam-bags, hopefully lower)? Is this logic flawed in any way?

Does that mean that they could get hammered if the FDA finally comes up with an approval? Or even some brisk sales numbers emerge. Or are they "in the loop" and would pull a Martha with "Dimeclone?" The must use some probility programs before they short?
