We are making progress on rebuilding infrastructure. We have trained a lot of Iraq security personnel. We opened the schools. We held municipal elections throughout much of the country. Most of the country is pretty secure, outside of the Sunni triangle. Many businesses have reopened. We are capturing increasing numbers of guerillas, and intelligence is improving. The incidence of attacks is waning, although sometimes they are very deadly. There has been movement on writing the new constitution. The Interim Council has held together and broadly agreed on a federal solution. Things like that......
