I'd bet it is the latter.

I chose to go directly to the sources & compare precisely
what each of them actually said.

I think that CIA Director George Tenet, in his own words,
makes it clear that President Bush & Senior Administration
Officials relied upon essentially the same evidence that
the Senate & the House relied upon when they voted
overwhelmingly to authorize the use of force.

He reported that every major Intelligence service in the
world, including countries that opposed the war, came to
essentially the same conclusions RE: WMD's & WMD Programs.

Tenet's presentation was detailed, balanced & fully
supportive of the Bush Administration's ultimate decision
to remove Saddam.

On the WMD issue alone, the decision to remove Saddam was
appropriate IMO.
