This activity may distort the economics of the semiconductor industry
in the short term but I doubt it will have long-term consequences.

I believe that "government-subsidized fab" is an oxymoron. Since the
management of these fabs have no incentive to be financially independent
they tend to fall more and more behind. Chartered Semiconductor from
Singapore is a good example of that.

On a related note, one thing I like about the software activity
in India is that the government has had very little to do with it.
Their only hand in this was the elimination of customs duties on computers
and export taxes for software-related products. Had they intefered with
the software acitivity in India 10 years ago by establishing government-sponsored
software companies, they probably would have killed the vibrant, independent
activity that emerged.
