Oh, come on, Laura! Remember, this is America--the land of opportunity. When you are an elected official you serve those who have elected you (those who financed your election) and then, (as a result of that), an OPPORTUNITY presents itself--to take on a new post--more directly serving those you have previously been serving. Deeply cynical people might call this a deferred BRIBE, a PAYOFF, BAKSHEESH, GRATUITY, or something of the kind(in the case of the Defence Department official it was enough to get her canned, as well as the President of Boeing)--but in this case it is just the realization of an OPPORTUNITY that arose tangentially and coincidentally to and not in the slightest connected with the service that the esteemed Monsieur Tauzin had been rendering over many, many years.
