Again, you are posting inaccurate statements. The government does not allow the exportation of GPS software - it's a security risk. Next time you look at Garmin, check out their license agreement - it clearly states, "only for the USA." When the USA worker does something no one else can do (think new innovation), then the job always goes to the USA worker.
