What we can say is that the population is glad to be rid of Saddam, except for the Ba'athists and their hangers- on, and that they are anxious to get some kind of normality, and tend to put the whole burden of fixing things on the Americans. Additionally, there is a lot of anxiety about the political future, and those who most want the Americans to stay are those who fear the Shi'ites, and those who are pressing for a rapid devolution of powers are the Shi'ites. Fortunately, Sistani has called for cool heads and cooperativesness, but he wants to be sure that the Shi'ites are not "contained" too much by a federal system. Considering the relentless anti- American propaganda a regime like Saddam's engaged in, we are doing rather well......
