In a sense the earlier war did indeed never end, certainly the situation didn't end even if their was a ceasefire. Their was no peace treaty or return to normal relations and the cease fire terms where repeatedly violated.

The situation with Korea is somewhat similar, but I wouldn't recommend starting a war there at this time. Vietnam is a little different. We have normal relations with Vietnam and there is no ongoing confrontation or serious ceasefire violation issues. There may not have been a formal peace treaty but then there was no formal declaration of war either and there has been peace between the US and Vietnam/North Vietnam for decades.
