You are speaking Democracies then. Where the voice of the people is transfered to and lies in the hands of a Congress. No transfer. No lying in hands. A direct vote by the people. A true Sovereign don't want to buy a whole, mixed bag. He wants to have the ultimate last word about an important thing. And it's up to him to decide whether something is important or not. In 2000/2001, nobody sent a Congressman to Washington for starting a war based on doubtful intelligence.
