I think the success of any endeavour lies in balancing large choices and attention to details. Carter's attention to details coupled with his inability to look at the bigger picture cost him dearly.

Reagan is a toss up in this area. I guess he chose people who paid attention to details leaving him to set broad direction and policy.

Bush just large choices and then action. We will plan later. Forget the UN, let us go and attack now, we will go back to the UN later.
