Yes, counter-terrorism is mostly about intel and LE, backed up by Special Ops. Bush's war in Iraq has little to do with conter-terrorism. When Bush refers to Iraq as the "war on terror" he is simply lying. There are no credible ties between Saddam and any terrorists outside of payments to anti-Israeli Palestinians. Listen to John Kerry on this. He knows counter-terrorism. He wrote a book called "The New War" about it.
