Afghanistan and Iraq were fought with Clinton's military. It takes 5 years for a president or new congress to dramatically change our military's size, training methods and equipment. The changes GW has brought in won't be felt for a few years. It is a complete myth that Clinton was weak on defense. It was also a myth that base closings hurt us. They saved bilions and were what Cheney called "the peace dividend", why Clinton could balance the budgets. Bases were closed with Bush SAr's approval. It was a bi-partisan effort. Watch out that you don't blame Kerry for voting against such boodoggles as the 850 million waste of money called the SGt York system. Such systems are always being pushed by contractors. Hawkish governments often let them get funded at public expense. SDI is also a huge boondoggle. It doesn't work at all yet and may never work. SDI is a hugely expensive Bush priority.
