ING-Direct Bank has had 2.00% on offer for a number of years now.

home.ingdirect.com

It's not quite as high as 2.02% but close. This is an ordinary savings account with no term commitment, no fees, no minimums.

You can be quite certain that the Discount Window is not open to this Delaware based U.S. subsidiary of a Dutch bank, excepting for emergency purposes.
